Police Leadership Review Calls for Major Changes Across England and Wales

An independent Police Leadership Review has found that leadership across police forces in England and Wales needs major improvements. The report says the current system for selecting, training and promoting police leaders is not delivering consistent results. It also highlights low morale among officers and recommends reforms to rebuild public confidence and strengthen policing.

Police Leadership Review Finds Major Weaknesses

The review concluded that the current leadership system does not identify and develop future police leaders effectively. It found that many chief constable vacancies attract only one suitable candidate, limiting competition for senior leadership positions.

The report also highlighted concerns about inconsistent leadership standards, limited career development opportunities and declining morale across police forces.

Ethical Standards Need to Improve

Lord Blunkett, one of the review’s co-chairs, said police leadership requires an ethical reset. He pointed to ongoing disciplinary investigations involving several senior officers as evidence that stronger accountability is needed.

The review says improving ethical standards and leadership training will help restore public trust in policing.

Officers Report Low Morale and Limited Support

The commission gathered evidence from nearly 2,000 police sergeants and inspectors, along with hundreds of policing professionals.

Common Concerns Raised by Officers

  • Low morale and motivation.
  • Heavy administrative workloads.
  • Limited support from senior leaders.
  • Risk-averse workplace culture.
  • Inconsistent promotion systems.

The report also found that many frontline supervisors have relatively little experience, making stronger leadership development even more important.

Promotion System Needs Reform

The review found significant differences in how police forces promote officers. Some respondents raised concerns about favouritism and inconsistent recruitment practices.

National Promotion Standards Recommended

The commission recommends introducing a fair and nationally consistent promotion process to improve transparency and ensure officers progress based on merit.

Police Leadership Review Recommends New Training

The report outlines several reforms to strengthen leadership across the police service.

National Academy of Police Leadership

One of the key recommendations is the creation of a National Academy of Police Leadership. The academy would provide consistent leadership training and prepare officers for senior positions.

Better Career Development

The review also recommends:

  • Restoring funding for leadership development.
  • Introducing a senior constable rank for experienced frontline officers.
  • Modernising the sergeant promotion qualification.
  • Providing nationally accredited training for new police recruits.

These changes aim to build a stronger pipeline of future police leaders.

Government Supports Police Leadership Reform

Policing Minister Sarah Jones said the government will use the Police Leadership Review to guide future policing reforms.

Government Response Expected Later This Year

Jones acknowledged that leadership standards have not always met public expectations and said every officer deserves access to high-quality training and career development. The government will publish its formal response to the review later this year. know more

Leadership Standards Still Need Improvement

Recent inspections found that none of the 43 police forces in England and Wales received an outstanding rating for leadership. Several forces require improvement, while two were rated inadequate.

Review Aims to Restore Public Confidence

The Police Leadership Review concludes that comprehensive reforms will strengthen leadership, improve officer confidence and help rebuild public trust in policing across England and Wales.
